NYS Coalition for Children’s Behavioral Health Testimony to Legislative Budget Hearing on Health


Attached is excellent testimony from Kayleigh Zaloga, President and  CEO of the NYS Coalition for Children’s Behavioral Health, to the Joint Legislative Budget Hearing on Health that took place yesterday. We stand in complete support of the Coalition especially in regard to

A)Fully funding the COLA at 3.2%.

B) Continued Committement to School Based Mental Health Clinics.

C) Commerical health plans in parity with Medicaid rates.

D) Reforming Managed Care Plans and ensuring DOH’s ability to fine plans that are not in compliance.

E) Support of 9.6 million for ACT teams.

F) $195 million to support Medicaid Rate Increases for home and community based services, children and family treatment and Support Services for Article 31 clinics.

 

CCBH Written Testimony on Health Portion of Executive Budget Proposal

 

We shared this written testimony with the Senate and Assembly in response to the Joint Legislative Budget Hearing on Health yesterday. The Health portion of the budget covers many, but not all, of our priority areas – much of the Medicaid budget is worked out at the “Health table”, but some of the OMH-specific initiatives are handled separately and will be addressed at the Mental Health budget hearing next month. All of the commercial insurance and Medicaid managed care reform proposals are at the Health table, so we discuss our support for those in this testimony.
