Join this special event brought to you by NYAIL and New York’s Independent Living Centers. We’ve added Cliff Perez as a speaker. Our lineup includes:

Judy Heumann, International Disability Rights Consultant;

Jim Weisman, President and CEO of United Spinal Association; and

Cliff Perez, Vice President of the National Council on Independent Living and Systems Advocate at ILCHV.

They will speak about their unique experiences and contributions to the disability rights movement that fought to pass the ADA. Our speakers will also reflect on the current state and future of the ADA.

Moderated by Denise Figueroa, a distinguished advocate with over 40 years in the disability right movement and Executive Director of the Independent Living Center of the Hudson Valley.

Event Speakers
Judith Heumann is an internationally recognized leader in the disability community and a lifelong civil rights advocate for disadvantaged people. She served as the first Special Advisor for International Disability Rights at the U.S. Department of State from 2010 to 2017. For more than 30 years, Heumann has been involved on the international front working with disabled people’s organizations and governments around the world to advance the human rights of disabled people. She has been active with Disabled Peoples’ International, Rehabilitation International and numerous Independent Living Centers throughout the world.
James J. Weisman, Esq. is President and CEO of United Spinal Association. He has represented disabled people and organizations of disabled people in order to enhance the quality of their lives and to protect and promote their civil rights. Weisman’s work on lawsuits against New York City’s transportation system created landmark changes which were included in the ADA. He is routinely consulted by advocates, attorneys, employers, real estate developers and others seeking to include people with disabilities in their workforce, programs and customer bases.
Clifton (Cliff) Perez has been working in the field of advocacy to enhance and defend the rights of people with disabilities since 1985. He currently serves as the National Council on Independent Living’s Vice President and Systems Advocate at the Independent Living Center of the Hudson Valley. He previously served as NCIL’s Region II Representative. For many years, he has co-chaired, NCIL’s and the New York Association on Independent Living’s transportation committees. Perez represented NCIL on the U.S ACCESS Board’s Railroad & Vehicle Accessibility Advisory Committee (RVAAC). In 2015, he was appointed as a voting member on the NYSDOH’s HIV Advisory Body. In 2016, he was appointed to serve as a Board member of the New York State Independent Living Council (NYSILC) and appointed to represent them on the NYS Rehabilitation Council. He also serves on several transportation committees in New York’s Capital Region. In 2018, he was nominated and inducted into the inaugural class of NYSILC’s NYS Disability Rights Hall of Fame.
Moderator, Denise Figueroa has been active in the disability rights movement for over 40 years. For the past 33 years, Figueroa has been Executive Director of the Independent Living Center of the Hudson Valley, with offices in Troy and Hudson, New York. She has been a member of the Board of Directors of the Capital District Transportation Authority since 2003 and served as Chair of the Board for three years. Figueroa is the former Chair and member of the New York State Independent Living Council. She is a public member of the Most Integrated Setting Coordinating Council and a member of the Justice Center Advisory Committee. Figueroa served as the Chair of the New York Association on Independent Living for five years and President of the National Council on Independent Living for four years. During her tenure, the Council established an office in Washington, hired an Executive Director and more than doubled its membership. She has served as a Board Member of the American Association of People with Disabilities.
