05/23/2022 – MHANYS Comments on the 1115 Waiver


Attached are MHANYS Public Comments submitted on May 20th related to the DOH proposed 1115 Medicaid Waiver to CMS. This is a proposed commitment of over $13 billion to New York State. It is important that we utilize this funding to ensure that behavioral health will be a robust part of integrated care for individuals on MedicaidTo that end, we highlighted several areas of need including:

  • Enhanced Role of Community Based Organizations (CBO’s) and Social Determinants of Health in Communities of Need
  • Strong Governance that includes mental health agencies and individuals of color
  • Discharge Planning in hospitals consistent with the in reach advocacy proposed for correctional settings (which we strongly support)
  • Enhanced Mental Health Prevention Agenda · Workforce—Assurance of twenty five percent of all funding for workforce be dedicated to behavioral health
  • Value Based Payments that are supportive of quality of life measures for individuals with mental health related issues
