Department of Financial Services Complaint Submission Instructions for School Based Mental Health Clinics


This was a significant initiative put forth by the Governor last year and with the support of the Legislature, this became law in New York. It is an important assurance that those in commercial plans get the same coverage as those on Medicaid in School Based Mental Health Clinics.  The MHANYS School Mental Health Resource Center is supporting School Based Mental Health Clinic Services.  For information about MHANYS School Mental Health Resource Center go to www.mentalhealthednys.org

Good afternoon,

Effective January 1, 2024, Commercial payers are required to cover OMH-Licensed School-based Mental Health Clinic services.  The Department of Financial Services (DFS) is responsible for overseeing commercial payers. To support providers experiencing payment/reimbursement issues and in need of assistance from the State, please review the attached:

  1. Instructions on Opening a Portal Account – This document provides instructions on how to create a DFS portal account for submitting complaints.
  2. Provider Complaint Forms Portal Instructions – This document provides instructions on how to file a complaint once a DFS portal account is established.
